Mykhailo Papiyev, Chairman of the Sub-Committee, stated that the Bill (Reg. No.1440) defined legal principles of organization and conduct of a social dialogue in Ukraine. The Bill offers legislative definition of the concept of a social dialogue, defines the principles and forms of its conduct, terms of establishment and principles of activity of trilateral bodies at the national, territorial and local levels.

 

M.Papiyev stated that the Committee received more than 50 motions and remarks during the elaboration of the Bill; 39 of them were taken into account fully or partially, 12 were rejected.

 

The reporter stated that the most important of the introduced amendments were related to the extension of the concept "social dialogue". The Bill introduces amendments to Article 4, pursuant to which, "each of the subjects of a social dialogue can participate in a social dialogue only at the level corresponding to its status and representation".

 

The Bill was supplemented with two new articles concerning the procedure of formation and constitution of a branch socio-economic council, functions and authorities of a branch council.

 

The People´s Deputies believe that adoption of the Law on Social Dialogue will facilitate effective settlement of issues concerning cooperation of the social dialogue parties, promote provision of socio-economic interests of the Parties, and create necessary conditions for further enhancement of negotiations and dialogue between the authorities, employers and trade unions.
